I have the honour to transmit a minute by the
Director of Public Works in which he recommends the immediate
engagement of an officer to supervise the maintenance of tele- -phones and of electrical apparatus generally in the various
Government Buildings on a salary at the rate of £330 per annum and
conveyance allowance of $30 per mense, the engagement of the
officer recommended for the post to be terminable by a month's
notice on either side.

I am of opinion that the proposal will result
in economy and in increased efficiency and I have accordingly to
request your approval to make the necessary provision, with any
slight modification in terms that from experience of the system
may be considered advisable, in the Estimates for the year 1914. I
would propose to take a vote under Public Works Department, Person-
-al Emoluments, for next year's requirements unless such can be met
out of savings under that head.
